Previously all OS versions included updated DirectX packages like Windows 7 - dx 11.1, Windows 8 - dx 11.2, and Windows 10 - dx 12. I used versions 7, 8, 8.1... but after installing a fresh ISO on a separate partition, my version became 10 and I confirmed it's dx 12 [screenshot]. However, in the display tab of dxdiag the feature levels were still up to 11.1 [screenshot 2]. At first I could run Witcher 3, Mad Max, and Hitman Absolution, but not games like NBA 2K16 or GTAV. The issue disappeared after installing the dx version from June 2010 SDK. Still, feature levels remained at 11.1, and I was aware of dx 11.3 which was expected with dx12, though I wasn't certain about that update. My GPU is a Sapphire R7 260X with 2GB OC GDDR5, using GCN 1.1 architecture and supports dx12.
Your card can only handle up to 11.1 edits. Sorry, I can't read that.
It's typical, both my GTX970 and yours display the same message.
