It varies based on the license type you possess. Each one is limited to a single PC at any given time, so you must purchase one per device. Retail licenses can be transferred between computers without issues (though sometimes a call to Microsoft is required to detach the license from an old machine), while OEM licenses are intended for use on a single PC. OEM licenses are linked to your hardware when registered—typically the motherboard and occasionally other parts—but they are rarely moved to a completely new system.
We purchase OS for various reasons. It enables us to operate systems efficiently. Other benefits include security, performance, and compatibility.
Purchase one OS per PC you intend to install. If you already have a retail license, you won’t need to buy another if you decide to transfer it. OEM licenses are meant for a single PC (hardware unit), though they often aren’t truly transferable—this isn’t recommended.
