It should be located at C:\Program Files (x86)\Steam\skins or wherever you installed Steam. For your setup, make sure a "skins" directory exists. By default, it contains just a .txt file.

It's available for you, I set it up correctly on the C: drive.

That doesn't sound correct—it looks like you might have removed Steam, so please reinstall it.

After launching Steam, navigate to "Steam" in the top left, then "Settings", "Downloads," and select "Steam Library Folders." Include the folder on your D drive (steamapps) and delete the one on your C drive. Alternatively, you may uninstall Steam, back up your steamapps folder, reinstall from the D drive initially, and then transfer your current folder into the new Steam installation. Or, confirm if Steam was installed under your C drive instead?

Sorry about the limited space on my C Drive. I can still play games from there, but I’ll save this for later since it’s late and I have exams tomorrow.
