I often encounter choices for Direct X9 in games, even when older versions like DirectX 11 are no longer supported. Does this mean games using similar tech or not relying on DirectX11 will still benefit from performance gains? I’m not very familiar with Direct X.

The game runs on DX9, so its graphics engine will operate with DX9 settings. Think of Mantle as running at DX11.5. It's just the same scenario.

Other frameworks won't receive performance boosts from DX12. Developers can choose any API they prefer for their projects. As long as your GPU supports the right ones—like DX 9/10/11, Mantle, OpenGL—you can select the API you like. Generally, using the latest API offers better graphics, though older systems might struggle with newer ones.
