I updated using PowerShell and am still on version 1909, issue remains unchanged.

I changed the NIC in the system (probably an Intel i350 model) and the issue persisted. After installing Linux Live, the missing package disappeared, but when I reinstalled Windows from scratch it worked. The only available installer for Enterprise was discontinued, so updates caused the problem again. Once I switched to a Windows Insider build, it stopped happening. I’m growing increasingly frustrated with Windows lately.
