I purchased an r5 1600x but it isn't stable at 4 GhZ with 1.4 volts. I have a kraken x52 AIO cooler, so did I miss the silicon lottery or should I increase the voltage? Of course, I'm only overclocking with amd ryzen master. I also have an asrock ab350 pro4 motherboard.

Have you explored any alternatives besides 4 ghz? I know that's the highest frequency from the Ryzen chip, but it doesn't ensure everything will work.

I only achieve 3.8 GHz with my Ryzen 7 1700. Did you begin slowly and gradually increase to 4 GHz, or did you simply set it at that speed?
