Your 1060 with 6GB RAM and an i5-6500 can comfortably reach over 60 frames per second in multiplayer at 1080p. Your brother's i3-6100 and 960 handle 60+ FPS on medium to high settings, so the i5-6500 should work well for Battlefield 1 with that GPU.
It seems older titles no longer work well on dual-core systems.
Haswell locked i5 4690 running at 3.5Ghz (BF1 sees CPU speeds between 3.5-3.6Ghz Turbo flux). It doesn’t drop below 50% across multiple cores... all cores average around 70-85% usage (75-80% average) with 99% GPU utilization at 1080p Ultra, achieving 70-100FPS. Performance remains consistent at 1440p as well, delivering 55-70FPS—consistent with expectations—and similar CPU load percentages.
