DICE clearly emphasized the need for a 6600k power for BF1
I just completed the first campaign mission and a round of conquest in BF1. After watching several YouTube tutorials, I felt confident I could run the game at ultra 1080p with 60fps using my i3 6100. However, in the actual campaign it only reached around 75fps, sometimes dropping to 45 or even lower online. All CPU threads stayed at full capacity constantly—definitely a bottleneck issue. This game is extremely demanding on the CPU, possibly more than GTA V. Basically, if you have a lower-end or older processor, you’re in trouble. Still, I was planning to upgrade to a 7700k anyway.

It's really slowing you down, so I'd consider an upgrade soon.
Monitor your CPU and GPU during games, it could indicate a bottleneck. You noted your CPU reached maximum usage.
It's about pushing the limits of a brand new AAA game. I didn't think a 1060 could hit 60 fps naturally. An i3 might also face challenges there.
