Press Win + R, type ncpa.cpl, right-click your Ethernet link and choose status. Check what the connection speed says. Look at Task Manager → Performance → Ethernet. See if there are signs of heavy data transfer. Try leaving Windows idle in Safe Mode to see if download speed changes.
