I purchased some parts for a new workstation and set everything up. I tested it outside the case and when I power on it, it freezes at QCODE 61, which Asus says is "NVRAM initialization." Here are my specs: Asus Prime Trx40-Pro Threadripper 2960X with G.Skill TridentZ Royal 2x32GB at 3600 MHz, Radeon RX 5700 XT (8GB DDR6 RAM), 1200W PSU (a bit much). I’ve reinserted the RAM, GPU, and CPU. I’ve swapped the RAM into different slots (currently A1 & B1). I’ve also reset the CMOS. The only devices connected are a wired keyboard and mouse. I understand what you're referring to. I checked the Asus website and added it to my post. My goal was to learn more about it and discover a solution.

The solution involves using a different memory. If the problem persists, it may indicate an issue with the board.
