It provides IP addresses to certain devices via WiFi, but not every device or even all WiFi clients. There might be filters in place for the DHCP scope. You should verify the AP settings to confirm it's using the DHCP server.

I've confirmed the AP is utilizing the server with DHCP and there are no filters on the DHCP scope.

It seems the DHCP operates solely on the 2.4GHz frequency and not on 5GHz. There is a single SSID, and the two bands are designed to automatically select the appropriate one.
