When I power on the monitor, these lines show up gradually from the top and fade away over about a minute. The size of the display affected by the lines changes based on how long the monitor wasn’t used. After they vanish, they stay gone. This issue also impacts the overlay on the screen. I own an MSI MAG271CQR. Anyone have any advice or a solution for this problem?

It seems your GPU is the issue. I haven't mastered GPU troubleshooting, but try reseating it. Verify the connector or cable for damage, and inspect the PCIe port. It could be as simple as plugging it in again.

You have two monitors. Change the GPU ports. If it works, the issue is with the port; if not, check the monitor or cable. Replace the cable if it's missing. If the problem persists, the monitor may be faulty.

It seems more like a Monitor damage to me. But OSDs usually work even when the signal is weak, so check them when unplugged. However, many monitors don’t let you reach the OSD if there’s no signal. With two displays, try swapping the cables between them. If those lines show up on the other screen, your panel might be faulty; otherwise, it could be the cable or the graphics card port. If the problem continues, switch the display outputs on your GPU. A simple cleaning could help—there’s a chance the connector has dust or debris inside, so clean both ends.
