Hello! I'm assisting a relative who's trying to upgrade his PC by moving it into a new case ahead of purchasing a new GPU. Since we're not physically present, our communication is limited to a video call, which makes things a bit tricky. We successfully transferred the power supply unit, graphics card, and motherboard into the new enclosure, leaving the CPU cooler, RAM modules, and M.2 drive untouched. All key cables were reconnected, including the 24-pin ATX, the CPU power connector, and the PCIe power port for the GTX 1660. When he pressed the power button, fans and LEDs activated briefly without any video output. After a short pause, the system powered off again and then restarted. Once back on, the fans continued spinning endlessly but no video appeared. The monitor was correctly set to the DP input, and the motherboard is quite old with no built-in POST indicators. I suspect the issue might not be related to RAM or CPU since they were already installed properly in the previous case. Everything else seemed correctly placed according to his description, and from the compressed video it looks like the only change was the case itself. I don’t think the system was shorted, as the smoke should have cleared if there was a fault. The repeating pattern of powering on for 20 seconds, then off for 3 seconds, and restarting seems familiar to me. Here are the details:

Reset the CMOS settings and reinstall the operating system fixed the problem. It could have been caused by accidentally damaging data during a static discharge while working with the motherboard.
