PC starts up to BIOS, then displays very high CPU temperatures. Smart fan runs at about 1800 RPM. Once temperature hits around 100°C, system powers down. I verified thermal paste, cooler, GPU, RAM, motherboard, PSU, and fans are all functioning. Lights flicker when CPU is spinning. Specifications: CPU i9-13900k, cooler Cooler Master Hyper 212 RGB black edition, 59GB Corsair Vengeance 32GB 5200MHz, RTX 3060 Ventus 2X, 12G Corsair 4000D case, RM750x PSU (2021).

The cooler master hyper 212 RGB isn't sufficient for a 13900k. It should handle cooling during boot or idle, but a better cooler is needed. Did you take off the plastic from the cooler plate?

The cooler isn't suited for that CPU. However, you should progress past what you see in just a minute. I suspect the cooling system isn't installed properly or isn't secured tightly enough.

Plastic works fine, but how much would be enough for a cooler?

For gaming only, a good air cooler such as the Dark Rock Pro 4 or NH-D15 would work well for the 13900k. If you expect heavier CPU usage, a 280mm/360mm AIO is necessary. The 13900k generates a lot of heat and should stay under 100°C at idle with a Cooler Master Hyper 212. Make sure it’s installed properly.

The CPU height shifted beginning with the 12th generation. Several older cooling pads require new mounting parts or won’t fit securely. This could be the core issue. The Hyper 212 works but should start up properly without overheating.
