Unlock your voltage management and tracking capabilities. Adjust the "third party" setting to "standard msi".

There seems to be a driver problem or some BIOS settings that are fixed. The 5500xt might lack a temperature control feature. I tried running DDU and reinstalled the drivers. Did you purchase the card used previously?

I purchased the card brand new from NewEgg. It's interesting that when I turned on my PC and played a game, the GPU fans started up right away. Additionally, my MSI Afterburner interface is functioning properly, showing the clock and fan speed as expected.
