I downloaded Windows using the Microsoft tool onto a fresh Sandisk 32GB USB 2.0 drive. After connecting it to my new PC, I encountered an issue: only the BIOS appears during boot, and I have to click N after repeatedly deleting options to access Windows. The USB is listed in the boot sequence, but the BIOS indicates all components are functioning properly. When I save and exit, the system restarts back to the AMI screen instead of launching Windows. I've tested multiple USB ports and used two different USB sticks. Detailed part details and BIOS screenshots are available below. Have you attempted removing the TPM keys from the BIOS and replacing them with fresh ones?

Plug the USB in, turn on the PC, then press F12. This opens the boot menu where you can select the stick. Also, clear the TPM before proceeding. The system won’t function properly without that step.

Noticing the TPM alert isn’t standard suggests the main problem is why the system can’t load the drive. I’d consider updating the BIOS right away.

You can also use the Y key to delete the TPM configuration.

Confirm your setup clearly. The message implies uncertainty about whether BitLocker or encryption is active, and it warns that clicking it might prevent booting without a recovery key.

Yes, press it. You're safe—no files on that drive to worry about.

Ensure Windows is present on the storage device and that encryption is active (such as BitLocker). This condition isn't met in your setup.

It seems the installation process maintained the PC's security. It didn't remove any protection.
