I possess a 12GB storage, 8GB DDR3 HyperX 1866MHz and another 4GB DDR3 HyperX 1866MHz. In the BIOS both devices are recognized but only the latter is listed in slot 1. Checking This PC properties displays (12GB RAM, 7.94 usable) matching the Task Manager under Performance. Removing the 4GB unit from slot 2 still shows (8GB RAM, 7.94 usable). Moving the 8GB RAM to slot 2 gives (8GB RAM, 7.94 usable) and transferring it to slot 1 also yields the same numbers. It seems the DIMM slots are functioning correctly. Running a Windows Memory Diagnostic found no issues. Resource Monitor shows a 4GB memory allocation in Hardware Reserved—could that be the issue?

Combining different DIMM sizes causes the board to shrink the bigger module to fit the smaller one. This means 12 units installed but just 8 are functional. Look for another 8GB stick and all 16GB should become available. GL!

However, only a few months ago it displayed 12GB of RAM. Now I’m not sure what changed.

It consistently displays 12GB, but you're now seeing what's actually possible. My initial i7 setup works similarly. I have two 4GB cards and one 2GB card. The motherboard supports triple channel at 10GB, yet only 6GB is accessible.

Thanks for the update. The CMOS battery adjustment resolved the issue, and the system now displays the 12GB RAM consistently across both Windows and BIOS.
