I just got a new case and PSU for my ASUS P5K-SE/EPU with a Q9450 chipset. It has 8GB DDR2 RAM. I finished assembling it and tried turning it on, following the steps carefully—plugging in USB devices one by one, making sure everything is disconnected. I removed all SATA connections, took out the whole motherboard, switched to the graphics card switch power supply, and even changed the CPU and RAM. The bare minimum setup still shows the issue. I haven’t used this system in a few years, and nothing seems connected. The USB ports look normal, and there are no visible pin issues on the back.

I checked it too, but the issue persists. All your attempts haven't resolved it.
