I can navigate to the bios screen and adjust settings, but I often miss the windows screen before it restarts. It occurred just a week ago due to occasional power cuts, but after about 10 minutes the PC worked properly when left off. This time it didn’t go as planned.

There are several possibilities. 1) Windows might have written data to storage before the power failed, causing corruption. 2) The power could have been unstable just before shutdown and harmed the PSU. I’d recommend trying a Linux USB drive to check if it boots without restarting.
