Essentially it explains the situation, I was attempting to remove Ubuntu and GNU GRUB Bootloader from my PC but accidentally deleted something using a tool someone suggested. Now Windows won’t boot at all. My laptop displays the same error message, but it’s not my specific machine. I’ve tried various steps: using Rufus and Windows Media Creation Tool, adjusting UEFI settings to prioritize USB, checking secure boot (which wasn’t enabled), testing different USB ports and sticks, and even removing the entire hard drive. Still nothing worked. I haven’t installed Linux yet, but it seems unlikely either will work if Windows can’t install. This is really concerning, especially since the boot failure is happening right away.

Ensure your BIOS shows the CSM is activated—it could resolve the issue.

The boot settings show "UEFI Hybrid (With CSM)" and it seems to be enabled. That could explain why the problem persists.

All your thumb drives are made using the identical ISO. It might be that the ISO is faulty. Consider using Rufus with the newest Windows 10 version.

I’ve already used Rufus with the ISO you mentioned, but the Windows Installer Tool only shows the download option. I’m not sure where else to obtain a legal Windows 10 ISO.

Microsoft no longer permits downloading ISO files from their site, which is misleading. Consider using Linux instead. Also, reset the BIOS and check for updates if available. Verify if your HDD functions properly outside the laptop. Since it's an HP model, you might need a functional internal drive to boot into any system.

It seems I can't verify my HDD performance beyond my laptop since I don’t have another machine or cables. The laptop still holds all the information, but it won’t boot to it.

SATA cables are usually included with your board 99% of the time, and SATA power comes from your PSU 100% of the time. You might remove one drive and connect another to test if it functions properly. If it works, you can back up all the data or use a Linux live environment for backup. Windows installer often clears all data from that drive.

You're encountering the same "boot device" error when trying to install Ubuntu from a USB stick. This usually means the USB isn't recognized properly by your system. Check if the drive is connected correctly, try a different USB port, and ensure the USB is properly seated. If the issue persists, consider formatting the drive or consulting the installation guide for troubleshooting steps.

Turn off the CSM, then perform a hard drive scan via Diagnostics and reset the CMOS and embedded controller.
