Essentially it explains the situation, I was attempting to remove Ubuntu and GNU GRUB Bootloader from my PC but accidentally deleted something using a tool someone suggested. Now Windows won’t boot at all. My laptop displays the same error message, but it’s not my specific machine. I’ve tried various steps: using Rufus and Windows Media Creation Tool, adjusting UEFI settings to prioritize USB, checking secure boot (which wasn’t enabled), testing different USB ports and sticks, and even removing the entire hard drive. Still nothing worked. I haven’t installed Linux yet, but it seems unlikely either will work if Windows can’t install. This is really concerning, especially since the boot failure is happening right away.
The boot settings show "UEFI Hybrid (With CSM)" and it seems to be enabled. That could explain why the problem persists.
I’ve already used Rufus with the ISO you mentioned, but the Windows Installer Tool only shows the download option. I’m not sure where else to obtain a legal Windows 10 ISO.
Microsoft no longer permits downloading ISO files from their site, which is misleading. Consider using Linux instead. Also, reset the BIOS and check for updates if available. Verify if your HDD functions properly outside the laptop. Since it's an HP model, you might need a functional internal drive to boot into any system.

SATA cables are usually included with your board 99% of the time, and SATA power comes from your PSU 100% of the time. You might remove one drive and connect another to test if it functions properly. If it works, you can back up all the data or use a Linux live environment for backup. Windows installer often clears all data from that drive.
