Hello. I sold a motherboard, RAM, and CPU to a friend for a budget gaming build. They installed it but the fans would spin up and then stop after booting. The CPU and RAM lights were flashing, and there was no display. I tested these components multiple times before handing them over, and they were pre-installed and working. I’m unsure if wiring issues or something else caused the problem. A friend got a second-hand GTX 1060 and faced the same issue when trying to remove the graphics card. Anyone have any ideas? Thanks.

I’d consider repositioning each part and cable first, then reset the CMOS. Clearing the firmware might help too. Running a test outside the case could confirm if there are any shorts. Is the PSU functioning properly, and do you have another one available for testing?

Inspect the motherboard for any bent pins.

I’m planning to check the computer soon. It could be they placed it incorrectly, as mentioned before. This is their initial attempt at building one. I have an extra power supply available.

I owned this board before. Before I handed it over, I inspected it and found no bent pins. I also verified the CPU socket.

Is it certain he didn't twist the pins during the CPU installation?

I installed the CPU myself. I tried it with my own cooler and everything functioned properly. After carefully taking out the cooler, I cleaned the paste off and handed it to them. The CPU wasn't removed once I tested it.

We didn't have that information. Have you tried resetting the CMOS?

I haven't tried clearing CMOS. I'll try it tomorrow. The RAM was also pre-installed and checked the day I handed it over. It fully booted into Linux.

You discovered the root cause but are still puzzled. The system wouldn’t start with specific RAM modules in certain slots, but worked when you rearranged them. One stick had a minor chip near the bottom, which didn’t affect performance before. After replacing it, proper installation resolved the issue. There are two RAM kits for this model, and you haven’t experienced problems before. The differences between your setup and the one tested seem to lie in the power supply, storage, GPU, or cooler. The GPU didn’t play a role, removing storage had no effect, the power supply seemed functional, and the cooler was operating correctly. It might be worth checking if the cooler was installed incorrectly or if there are other hardware inconsistencies. Have you encountered similar cases before?
