If it doesn’t power on in the neighbour’s House, ask them to relocate the RAM chip to the different port and test again. (About RAM, sacrificing a lot of speed by using only one channel is a common advice)

Ram didn't do anything with it at first. We tried that earlier. I purchased this PC originally with 1x16GB, but he used it as a test bench for the GPU. He wanted something inexpensive, so I handed it to him to play a farm simulator and similar games...

I've restored the PC, but it still shows the same error. The system isn't booting. I verified all connections; if they're correct, powering it on should work. I'm wondering if a short in the motherboard could be causing the issue.

Consider starting the PC without the case, possibly at a friend's place. If it functions properly without the case, you might attempt to cover the back of the motherboard with cardboard or plastic—preferably plastic.

Could the PC case panel connectors cause a short to the motherboard? I believe those were the final ones I inspected before it started booting into Windows, and it worked normally afterward. I restarted it about ten times.

They might be able to fix it in certain situations, like a broken USB port, though it wouldn't trigger a CPU error.

The problem isn’t clear; it seems unclear why you’re facing this issue despite installing Ryzen Master. This chipset doesn’t allow overclocking, so the CPU error might be unrelated to that step.
