Because... 1) If you search 'RX ' on the supported device list, only the RX 470 and RX 480 are listed. I even searched '580' just to be sure. It's not there. 2) You just answered your own question in stating 'the problem started when I installed the GPU and PSU'. Full stop. If the RX 580 isn't on the list of supported devices, that is probably why. 3) BIOS updates seem to be more geared toward CPU support than device support, at least from appearances. But no matter how you cut it, regardless of BIOS update version, the RX 580 simply is not listed as a supported device. If it is, please show me where, because I couldn't find it, and I'd hate to see you keep beating your head against the wall trying to make something work that isn't going to. This isn't all that uncommon, really. I had a similar issue with an MSI B450M Bazooka a couple years ago, it refused to boot with a brand-new GTX1650 Super and eventually shut down from trying. I found out much later that the GTX1650 Super was not even on the list of supported devices for that board. Now, some will say that just because the device isn't listed as supported doesn't mean it won't work. It also doesn't mean that it will, either. It also doesn't mean that it will work well, if it works at all. 50 / 50 shot, and sometimes you'll get lucky. I think you got unlucky in this case. If it helps, Amazon has an ASRock B450M HDV R.40 for $75 that I'm running a 3600X and RTX3060ti on until my TUF B550-PLUS is repaired or replaced. It seems Asus hasn't provided the RAM kit details for my B550-PLUS, and it's being returned for repair after displaying strange debug lights—starting with an orange DRAM indicator. Crucial confirms compatibility with that board. This makes it hard to trust either side. What I know is to test the RX 580 in another system using a different motherboard to observe behavior. The card might still be faulty, but I wouldn't take any chances. A320 boards worked for earlier Ryzen models, though they soon faced RAM and peripheral issues as BIOS space became limited. Some makers have phased out support for less common devices to prioritize newer ones. You could also check if your drives are causing a PCIe lane conflict by swapping them to another SATA port. Otherwise, I don't have any further advice.
