Hello, your setup is working normally until you power it on. The PSU and CPU fan briefly activate before stopping, then restart repeatedly until the PSU shuts down. This behavior suggests a power supply or fan circuit issue. Check the PSU connections, fan speed settings, and ensure all components are properly seated. If the problem persists, inspect the power distribution and cooling system.

I verified the RAM compatibility page and confirmed the type matches. I also removed all components except one, but the system keeps restarting. Could the CMOS battery be dead?

It seems you want to simplify your message. Focus on key points only, and leave out details like drives and ramtraining reboots unless necessary.

Check if any of the EZ Debug indicators are illuminated on the motherboard.

The CMOS battery isn't providing power, and it might feel like the system is shutting down completely.

The situation is regrettable. You can only add another CPU to test if the remaining system functions properly. Refer to the post about the debug LED lights for more details. This might assist in resolving the problem. Are there any lights on?
