It seems like a Windows or driver problem. If it turns black immediately, restart it a few times during boot, then power cycle it three times (switch off and on) when you start Windows. This will bring you into recovery mode where you can access boot options and select safe mode with networking. From there, you can reinstall your GPU drivers. You might also clear them using DDU for a fresh install. Feel free to ask if you need more help.

Powering on more than three times but still seeing no output from your screen? During the loading process, do you notice any spinning dots appearing in Windows?
