It’s probably a misplaced standoff leading to a short circuit. Or maybe there aren’t enough standoffs and the motherboard is making direct contact with the case, triggering the PSU protection. Either way, you can buy motherboard standoffs in large quantities from Amazon or comparable stores.
You really don't require every piece of the motherboard standoff. Just enough to secure the board in place, prevent movement or bending, and avoid contact with the case. Make sure the standoffs aren’t placed in the incorrect holes—those without screw holes could cause issues. It looks like the screws for the motherboard and other components often come bundled with the case itself; not everything arrives with the board, and sometimes it’s included for shipping reasons. Typically, the main items you’ll find are SATA cables for connecting drives.

The test bench functioned correctly; we verified there were no defective components. We then began from scratch, adjusting a case standoff along the process. I double-checked that everything was properly connected to the PSU as shown in the diagram, and finally the PC booted into Windows instantly! Thank you all for your support—really appreciated!
