I have Windows 10 media installer on your flash drive, but it doesn’t boot on your PC. You’ve tried it on another machine and it works fine there. On your current PC, it just shows the BIOS screen and stays black. Try using a different USB port or a different USB device to see if that helps. Also, ensure the flash drive is properly seated and not damaged.
