Current configuration is at 3770k, and I'm attempting to install an MSI GTX 560 Ti. The PSU is a Corsair V550 (PCPartPicker confirms compatibility as well as the MSI site). When connected, it boots but then produces a loud screeching noise that persists until shutdown. Booting without the GPU functions normally. It seems the issue lies with the GPU or power supply wattage, not the GPU itself.

Your PC appears dusty, especially around the CPU cooler. I’d recommend cleaning it still. Have you considered using a different power supply unit? Are there any other parts you’re planning to replace? Did you purchase the GPU, and were there any issues beforehand?

Estimated power from the PSU wasn't sufficient. Similar issue occurred with an AMD setup; changed RAM from 750K to 7770HD. No display after removing the DVD drive and HDD (SSD used instead). Display worked afterward.
