When connecting a USB3 flash drive with your mouse dongle (USB2) to the USB3.2 ports on your motherboard, the mouse fails to function. Using a USB2 flash drive in the same port works without issues and shows no disconnections. This problem doesn’t happen with the USB2 ports on the motherboard—simultaneous use of a USB3 flash drive and the dongle is possible without trouble. Mouse model: Cooler Master MM712 Flash drive Model: Adata UV310 Motherboard model: ASUS TUF Gaming Z590-Plus

It appears there’s an input/output problem, which doesn’t make sense for a Z590. This might indicate poor contact, so you could try reseating the CPU again as suggested by Linus.

It's typical for RF interference caused by rapid USB3 transmissions to overwhelm the receiver with noise nearby.
