Is anyone noticing the device connection noise right after landing on the desktop? I've disabled all USB devices, and it's a fresh Windows installation.

Safemode isn't activating all required drivers. Typically it relies on standard generic stable ones. This is why the screen resolution often changes. You might check the Device Manager and see if any items appear multiple times. There were issues with hardware detection in older Windows versions, causing the same device to be installed repeatedly—such as a keyboard ten times or a mouse twenty times.

The mouse shakes when the noise happens, yet removing it didn't fix the issue.

Looks like a USB driver problem from what I understand now. Try updating all the drivers manually. Avoid using the manufacturer's updates instead.

It could be related to the Logitech gaming software causing the flickering on your mouse. If you own that mouse or use the software, try turning it off when you start it.

I'm glad I could assist! From the way you explained it, it seemed very similar to something you've encountered before. Yes, it's a solid mouse, though the software was quite frustrating. It appears they haven't fixed the problem yet.
