I observed a loud high-pitched noise coming from my PC. I removed the GPU to investigate its location. It wasn’t a faulty motherboard, just producing unusual sounds very softly. After reinserting the GPU and restarting the system, the GPU failed to power on. This occurred repeatedly, but I managed to resolve it. The ON phase lasts 15–30 seconds, while the OFF phase is around 2–3 seconds. The GPU appears functional, no components are damaged.

You resolved the problem. The key parts involved were coil whine.

This time I'm struggling to figure it out. I've attached a video (played at double speed due to size). The build includes nitro+ 6700xt, ASRock B450 steel legend, R5 5600X, 2*8GB Corsair Vengeance RGB Pro 3200MHz, Arctic Liquid Freezer III 360, M.IIO Mag A750GL PSU, and a quiet high-pitched noise profile.
