You'll need ethanol or isopropyl alcohol to clean the thermal paste. Use a lint-free cloth and gently wipe the area.
Isopopyl alcohol is available in the highest concentrations you can get. Check drugstores for it. Alcohol pads designed for injection sites, similar to those used on arms before injections, are also effective.
I also carry glasses wipes, available for around £1. You can find them at a variety of stores.
I work with 99% isopropyl alcohol and a lint-free paper towel. Occasionally I use alcohol prep pads from @Middcore, though they're usually 70% (often mixed with water). I always let the cleaned item air dry before use.
