I plan to boost my Ryzen 3 2200g to 3.8ghz and increase the IGPU to 1500mhz.
I have two cooler choices:
1. Cooler Master Hyper H411R
2. Cooler Master H410R
Can these provide sufficient cooling? If not, which one should I choose among budget-friendly options?

just use a stock cooler, it might get up to 3.8 if you're lucky.
