I believe my GPU is more powerful than my CPU and therefore should be upgraded first, with a target of achieving stable framerates at medium or low settings.

If you desire a stable frame rate and are willing to accept lower settings, upgrading the CPU is definitely recommended.
Discard that CPU without hesitation. Consider removing the GPU as well, purely for its own sake. Explore purchasing a used RX 480 on eBay or similar platforms. While you don’t intend to play games at ultra settings, if your budget allows for improved components, avoid unnecessary frugality.
