My rig generally handles most games at over 60/70 fps (GTX 780 Asus DCII), though this morning I installed Sniper Elite III and it ran smoothly (120 fps on ultra). The issue is the GPU temperature reaching around 60°C, which makes the fan work harder. I'm looking for software that can cap the maximum frame rate of any game. In Battlefield 4, I could adjust settings in the game console, but that option isn't available in every title. (I know Fraps can lock frame rate during recording, but I don’t want to record hours of gameplay.) Please don’t suggest enabling V-sync since I dislike input lag.

You might try MSI Afterburner to check the fan speeds, then adjust them again

It's not exactly what you're requesting, though it offers a fix. Turn down the fans and design a tailored fan shape—GPUs can exceed 60°C.
