I’m not sure about running Windows 10, but it should work on Debian XFCE, which is a Linux distro. You probably won’t be able to play games on that system, so you seem to want to restore an older machine for simple tasks like office work and video watching. Debian will perform well for these purposes. (It also handles more complex activities like coding and, with a stronger machine, most Windows functions—except some game compatibility issues.) ¹: Windows 10 struggles a lot with disk performance, though it might run if used often. It could technically work, but an SSD is recommended for smooth operation of Windows 7 or newer. Debian XFCE functions perfectly on regular hard drives.

You should likely choose an SSD since Windows 7 and newer versions become almost impossible to use because they try to damage the hard drive instead of functioning properly.

It would perform well with an SSD. Windows 10 generally dislikes standard hard drives, and your drive is likely quite outdated, making it much slower compared to current options. Windows 7 functions adequately on regular hard drives. I've tested i7-4770 processors with 16GB RAM, HDD, and Windows 10—they ran significantly slower for everyday tasks than an older Core2 Duo E8400 running Windows 7.
