I received my XPS 9560 last week. My first step was to UNDERVOLT it to -0.135 V (after testing 0.005 V in increments).
I use a task scheduler powershell script to start it each time I log in.
The service status is checked with get-service, and if it isn't running it starts the XTU client.
Sometimes it works, sometimes it fails. Recently HWmonitor reported -0.135 V, but it jumped to +0.389 V.
Running stress tests like Intel XTU shows utilization stays under 50% and CPU frequency never exceeds 1.5Ghz.
Could this voltage fluctuation have affected my CPU?

I restored the default settings in XTU. Apparently, a bug made the Processor Core IccMax drop from 70A to 12A, which likely restricted the CPU's power usage.
The main concern now is how this setting ended up there. In my first post, I noted the script used to enable these defaults. This error led to underperformance, and I'm worried another random issue might cause damage (like voltage spikes or amperage surges).
the issue might be related to under-voltage, but it's not confirmed whether other users experienced the same problem.

why is your CPU under-volting? Besides the Intel stress test tools, have you tried other ones? Do they show the same issue?
I've seen folks lower their CPU voltages to improve thermal performance and power handling. I've used AIDA64, prime95, TaskManager, HWmonitor—each reports around 50% utilization, but the clock speed never exceeds 1.3Ghz.
Could a voltage spike have affected your CPU? I'm really worried.
Edit: When I power on my PC and open Task Manager, it shows 80+% utilization and a clock speed near 3.5Ghz. Yet in any benchmark, when all cores are active and reaching full speed, it still displays 50% at 1.3Ghz. The temperatures are currently between 40-50°C, even during stress tests.
