Your friend's Dell OptiPlex 990 is showing signs of a display issue. It powers on but nothing appears on the screen. They've tried using integrated graphics with VGA and DisplayPort ports, connected an older graphics card, and even used a GT 220, but nothing helped. The post code lights (1 and 3) were lit, which might indicate a video or PCIe failure. Consider checking the power supply, cables, and possibly updating drivers.

Check if the power indicator is flashing orange or staying solid blue. If it's flashing orange, it might point to a motherboard, PSU, or external component failure; otherwise, it suggests a memory problem requiring RAM replacement or repair.

The illumination is a consistent deep blue, suggesting the problem isn't with RAM. I'll attempt replacing the RAM modules to determine if that resolves the issue.
