Upon verification, the system instructs the CPU to reduce its speed as required to stay within the power constraints you have defined. If raising PL1 to 30W still causes throttling down to 15W, the issue remains unresolved. Certain manufacturers' power limits cannot be adjusted through ThrottleStop.

Check if there are effective cooling pads that can lower temperatures by over 3°C consistently.

Most makers use heatsinks for G7 laptops, but they’re only sufficient for low power usage. Cooling pads offer little value when the heatsink gets too hot. Consider cleaning your laptop and applying Honeywell PTM 7950 thermal paste. This has significantly improved cooling performance compared to any pad.

I verified this situation... launching the laptop in balanced mode with default settings caused the heatsink to feel extremely hot, almost burning after prolonged contact. The screws remain difficult to remove despite being slightly stuck.
