I have cleaned the Dell Inspiron 6400 well, and it now operates at a stable temperature. With the fan running, it stays at 43°C, but when the fan is off it reaches 69°C and activates. I’m wondering if there’s a way to overclock the CPU.

It's highly improbable I can perform an overclock on this laptop. The motherboard's BIOS lacks any overclocking features, and the power supply and cooling system aren't set up for such adjustments.

That has a Core 2 Duo..... You are better off getting a new machine than hanging on to it. Not worth upgrading to be honest. Unless you have legacy software that relies on that laptop, get yourself something a bit newer.
To answer the question, no, you can't OC your machine. You need an unlocked processor for that, and that CPU is definitely not Overclockable.
