I acquired an inexpensive Dell workstation some time back and made changes to the hard drive and power supply unit. The configuration includes an i5-2310 processor, 6GB of RAM, and a 650-watt PSU. I've attempted DDU and resetting the CMOS, but neither the RX480 nor the HD6950 GPU is working. Both cards and the cable function properly, yet I can't update the BIOS. I just received new CPUs in the mail—should I consider a different motherboard as well?

Review the BIOS settings, as certain older Dell models may set the default GPU to the built-in one upon detection and remain unchanged until a BIOS adjustment is completed.

bios is quite simple, I checked every menu but didn’t find anything about video output.

bios indicates it's a Dell model, yet updating reveals it isn't, possibly due to an incorrect HDD swap.

The OS or HDD shouldn't affect this; the BIOS software follows the motherboard's specifications. If you need confirmation, consider sharing some BIOS screenshots for review.

Sadly I'm not at home right now, but from what I observed, one menu managed CPU cores, another handled security, and the third took care of boot sequence and disk control. When I return, I can share the photos and tag you if you're free.

I focus mainly on Dell hardware in my job, thinking it might be an unusual BIOS or motherboard that was unexpectedly added to the chassis.

It's curious, isn't it? I recall the motherboard listing MIH61R beside the socket. My PSU connector is right by there.
