First the battery is working, the laptop will run on battery only. But the problem is the Bios report "No battery install" when it is installed and is working. Also this is a new installed of the battery and no AC power supply has been connected yet.

Does this look like a real Dell battery or just a fake one? Only genuine Dell batteries work right. If this one is actually from Dell but broken, you might need to send it back or get a new one.

I fixed this by taking out and putting back the battery about three times. I thought maybe I missed something that stopped the computer from reading the power source. After trying again, the computer is now correctly detecting the battery. Thanks for helping me find the issue!
