I always recommend choosing the largest choice within your budget. The 360 provides significantly more heat tolerance and lets the fans spin slower, which reduces noise.
Stock settings suggest 3700x equals 87w max; 240mm works too, but a good air cooler is recommended. For overclocking, choose the 360mm model.
