You need to remove specific partitions for a fresh installation. Based on what you listed, delete Drive 0 Partition 1 and Drive 0 Partition 3.

With a bootable installer, you can remove all partitions. You may choose to retain Partition 3 OEM (Reserved) as it allows access to Dell diagnostics via the BIOS.

You frequently remove all partitions or you can also press shift-f10 to launch the command prompt and utilize diskpart, list disk, choose a disk number, clean to completely format.
