The BIOS suggested a lower frequency because it was trying to optimize performance based on the motherboard's capabilities. Your setup with 3600MHz sticks might not match the BIOS's default settings, so adjusting manually can help achieve better stability or speed.
I might have suggested a lower limit because AMD states the maximum RAM speed for 5600 is 3200 MHz, but it can exceed that without issues. I don't believe that's the reason after all—otherwise it would have recommended 3200 MHz if it were functioning properly.
Asus Prime A520M-E BIOS was the original model, I'm not sure. It was a couple of months back with a 2 Kingston Fury Beast, 8GB RAM, 3600Mhz, model KF436C17BB/8.
