Not much noticed, they were also using 16gb RAM, but speed could vary.
My has 2x8gb at 2667mhz, same sticks, not different brands.
I also doubt it's RAM since I had a GTX 1060 last week that could use power to its full TDP of 120w. (I'm just trying not to think RAM is the problem)
That works fine. Do you have MSI Afterburner installed? Make sure it isn't undervolting and accurately displaying the maximum power consumption.
Are you employing two distinct power cords from the PSU in a single cable that has two ends on it? Test again using two power cords at 1080p.

I’ve already tested 1080p on my TV, and the frame rate was consistently 130-140 fps, which is about 30-40 fps lower than the 170 fps you’d get on 1080p. This is likely because of reduced power usage.
I ran several tests, installed the driver four times, and none of my system crashed. The GPU just refuses to consume more than 160 watts for some reason.
