Does dark rock 3 provide adequate cooling for a 8700k overclocked to 4.7ghz? If not, what would be the estimated upper limit for overclocking? Case details: running in Windows 805 with an ASUS Strix 1080 Ti GPU, 16GB RAM at 3000MHz, and a 650w silver plus power supply.

If you're not aiming for any higher level, it should be okay. You might achieve that 4.7 simply by not making any changes and increasing the multiplier to 47. If not, you probably won't need a significant vcore boost to reach there. So yes, it will still work fine.
