there's a known bug with it where it can't use hyperthreading on amd. there is an unofficial fix for it and I'm sure CDPR will fix it officially with the next update.

Verify it functions correctly. It doesn’t boost your frame rate directly, but it helps the system load the cores more efficiently, avoiding the issue of running eight threads while only using eight.
