When did the temperatures start rising so much? How long has it been since they were consistently at 50-70C under load?
My single fan works fine, but two to three days ago it began making noise.

My fan is working fine now, but two to three days ago it started making noise. Replace it. It seems there might be a faulty bearing inside. Also, make sure your thermal paste is applied correctly—possibly you forgot to do so. I’d recommend flushing the loop and verifying everything again.
I’m wondering if this heat problem was an issue before you installed your custom loop? Is the loop only connected to your CPU, or are you using water cooling for both the CPU and the 1070?

4 possible choices.
1) Get new fans, repair the GPU, swap all fans, not just the one that's failed.
2) Send a return via RMA through the store, depending on their warranty.
3) Request a manufacturer RMA if it's still valid.
4) Visit a nearby repair shop and pay upfront for any service. Likely a 30-day warranty against repairs.
Ultimately, the best choice is to fix the fans or risk losing the GPU.
